The Human Development Concept
.

Human development is about much more than the rise or fall of national incomes. It is about creating an environment in which people can develop their full potential and lead productive, creative lives in accord with their needs and interests.

Capacity Building for Human Development Teaching, Research and Policy Advocacy
 

Building on the success of Afghanistan’s first National Human Development Report (NHDR) 2004, the United Nations Development Programme and Kabul University (on behalf of the Islamic Republic of Afghanistan) have embarked on establishing the Center for Policy and Human Development at Kabul University. At a critical juncture of Afghanistan’s transition to development, the 2004 NHDR clearly identified challenges for sustained research and analysis among Afghan specialists and institutions, in order to carry out alternative policy research beyond the production of a national report. Capitalizing on valuable lessons learned, and housed at Afghanistan’s premier institution of higher education, while linked with other Afghan universities, the CPHD will support long-term capacity for research, advocacy and teaching on human development and policy research in general.

Specific aims include:

  • Support to Kabul University, other Afghan universities, and development institutions in Afghanistan through capacity building for research on human development.
  • The preparation of a new generation of Afghan teachers, researchers, policy makers and analysts through capacity building for human development policy alternatives and evaluating existing policies.
  • Capacity building for and the implementation of media events and practical workshops, conferences, and seminars.
  • An increase in the linkages between the universities in Kabul and provinces in Afghanistan.
  • The generation of new data, including disaggregating at the provincial, gender, provincial, ethnic and other levels, and making available this new data for analysis, policymaking and advocacy.
  • The promotion of scholarly exchanges among faculty and students of Afghanistan Universities with faculty and students from universities outside of Afghanistan.

Despite the impressive progress Afghanistan has achieved during the last four years, it is imperative to recognize major challenges ahead. Particularly weakness of national institutions and the resultant lack of sufficient and reliable data to analyze and calculate various socioeconomic indicators, and the critical shortage of trained human resource to gather fresh data and build capacity for national ownership of quality policy research. It is therefore that the project, through transparent, participatory and credible processes of collaboration will engage relevant ministries universities, research institutions, civil society and private sector organizations and individual national and international researchers. The input and support of the United Nations agencies, bilateral and multilateral institutions and non-governmental organizations are essential to the success of this project.
